Yes they are big (so a are the Char are tho maybe not as tall but they are big)but there is no deference wither how tall or short you make the thief it will not in any way (other then personal preference) have any affect on your game play. Classes which fits well Norns are Warrior, Ranger, Necro and Revenant. Norns are individualistic and tied to earth, so the nature themes on the Rangers go well with them, and Revenants due the links with the spiritual world. Necro is a good choice for a Norn corrupted by Jormag, in terms of lore. Pre-edit: The player sees quite a lot in the character creation screen, but what's hidden is how your height compares to the world and other characters in game. "The shortest Norn will be a little taller than the tallest human" is a pretty important tid-bit you can lay out in a few seconds while someone is clicking around in the character creator.
Charr specifically because of their unique animations, Im a norn player but if I ever made an ele it would likely go charr. Because flame legion aesthetics are in the game and as far as I've seen norn look weird in light armor outside of the necromancer.
