The siren is just a sound file, and it cuts out because the sound is done playing. One reason is that the air pressure is much higher at lower altitudes, so the air molecules are moving faster and colliding more often. This creates a lot of turbulence, which makes the plane shake and creates a lot of noise. Another reason is that the engines have to work harder when the plane is descending, so they make more noise.
